Despite the down year, I don't think there are many position prospects ahead of him. Perez seems very low as well. Odorizzi and Dwyer are probably about right, and I can see why Herrera's on, too. A little known fact is that Herrera is already one of the hardest 15 throwers in MLB--he was one of just 17 guys to throw an MLB pitch this year and average >96 mph on his heater.
