He could turn out to be a righty version of de la Rosa like you said...also kind of like a righty Jonathan Sanchez - control is spotty but can really rack up some Ks with great stuff. He's gonna get a shot at the majors in a couple years if the control's there or not because he passes the eye test and could add velocity too. If he gets the control though...could be fun to watch. I would expect more advanced hitters to be able to lay off more of his pitches out of the strike zone. I would be concerned if he shows no improvement this year however.
