Character is supposed to be a requirement, but to me it applies mostly to the borderline guys on the fence where something like character could tip the scales in one direction or the other. It should not keep out a guy who was among the best to ever play 2B. Outside of the spitting incident, Alomar (as far as I am aware) was a model citizen and teammate. He also "reconciled" with the umpire shortly after the incident and was publicly apologetic for his lapse in judgment. I remember when it happened and fans, players, and other umpires were shocked that Alomar, of all people, reacted that way. The spitting incident should not have impacted Alomar's HOF case, and if it did I can't imagine that was the rationale for more than 5% of the voters. Maybe I'm off the mark and it's a bigger deal to the BBWAA. They clearly operate under their own criteria, and since the ballots aren't made public, they do what they want and can hide after the fact if they choose.

Still 26.3% is a large number of voters to pass on Roberto considering the career that he had.

I think 26.3% didn't vote for Alomar 'cause of the spitting incident. I think that's a valid reason, since part of what HOF voters are required to consider is the character of the player. Apparently some thought less of his character enough, to not vote for him.
