		<description>The salary floor I am talking about is a legitimate one.  Something along the lines of; each team&#039;s ML payroll has to be equal to or above what each team gets from the central fund, merchandising, revenue sharing, luxury tax distributions, etc.  

If reports are to believed, for a team like the Royals, that would mandate their payroll be about $100 million this season.  Due to the recession and a number of other factors, KC and other teams will get less next year.  Thus, the payroll floor would have to be a &quot;flexible&quot; concept that trends with the previous year&#039;s revenue streams.

A salary floor like this is a requirement if MLB ever has any hope of implementing a salary cap.  They go hand in hand.</description>
